At 10:25 a.m. July 17, Norwalk Police Officer Kyle Lipeika was conducting a selective enforcement detail in the area of 261 Ely Ave. in response to recent incidents of gun shots fired, police said.
Lipeika stopped to speak with a male, identified as Joseph Ray, who was loitering about the front of the housing complex, police said.
During the interview, Lipeika began to suspect that Ray was armed with a gun, police said. When Lipeika attempted to check Ray for weapons, Ray attempted to flee, police said.
Lipeika managed to stop Ray and recover a loaded .22-caliber revolver from his waistband, police said.
Ray was charged with carrying a pistol without a permit, altering a pistol's serial number and interfering with an officer. Bond was set at $25,000, police said.
