Man Who Abducted Son In 1987 Located, Arrested In Connecticut

A man who allegedly kidnapped his toddler in Canada, changed his name and came to America was arrested in Connecticut on Friday after more than three decades on the run.

Allan Mann, Jr., who has dual Canadian and Ghanaian citizenship, allegedly abducted his 21-month-old, Jermaine Allan Mann, in Canada in 1987 during a court-ordered visit in Toronto. He then allegedly came to America, and acquired counterfeit birth certificates for the two of them. He also changed his name to Hailee Randolph DeSouza.

It is alleged that Mann has been living in U.S. Department of Housing and Urban Development Section 8 subsidized housing in Vernon using the false birth certificate.

In connection with his rental application to participate in HUD’s Section 8 program, Mann provided a birth certificate purportedly issued in 1985 by the St. Joseph Hospital in Houston in 1957. U.S. Attorney John Durham noted that the State of Texas has confirmed the birth certificate was counterfeit and that no such birth has ever occurred in the state.

Mann was arrested on Friday on a federal criminal complaint that charges him with making false statements and making false statements in HUD transactions.

Jermaine Allan Mann’s mother has been notified of the arrest and told that her son has been located after 31 years. Mann/DeSouza has been detained. Durham said that the U.S. Marshals Service is working with Canadian law enforcement authorities as the investigation continues.

“After taking his son away from his son’s mother, this defendant is alleged to have lived a lie for the last 31 years in violation of numerous U.S. laws,” he said. “We thank the many law enforcement agencies, in the U.S. and Canada, that have investigated this matter, worked hard to apprehend this fugitive, and finally provided some answers to a mother who has suffered with her son’s absence for far too long.”

HUD-Office of Inspector General Special Agent in Charge Christina Scaringi said, “this is one of those rare cases that tugs at your heartstrings. Not only did we, working collectively, get this alleged bad actor off the street, but we played a role in reuniting an unjustly separated family.”
