The accident occurred on I-95 south between Exits 15 and 14 at about 1:30 p.m., DOT said.

I-95 was closed at the time of the accident due to a statewide travel ban on state highways as a winter storm raged. The tractor-trailer apparently should not have been traveling on the road.

Anyone who violates the travel ban is subject to a $92 ticket, although it was not known whether the tractor-trailer driver was cited.

The lanes were cleared at about 2:35 p.m.
