Construction Begins On $60M Affordable Housing Development By Yonkers Train Station

Work has begun on an all-new $60 million development that will include numerous affordable apartments and commercial space located near a Metro-North train station in Westchester.

The upcoming development, called The St. Clair, will be located in downtown Yonkers and will include 76 affordable apartments when it is completed, New York Gov. Kathy Hochul announced on Wednesday, Sept. 27. 

These units will be affordable to households earning at or below 80 percent of the Area Median Income, according to Hochul's office. 

The specific address of the upcoming development was not released.

The St. Clair is part of Hochul's $25 billion comprehensive Housing Plan which intends to create 100,000 affordable homes throughout the state. This includes 10,000 residences with support services for vulnerable populations as well as the electrification of 50,000 more homes.

The building, developed by MacQuesten Development, LLC, will be a short walk away from the Yonkers Metro-North train station and a Westchester County Bee-Line Bus System stop. It will also be subject to environmental standards set by the New York State Energy Research and Development Authority’s Clean Energy Initiative.

To meet these standards, the building will be all-electric and will feature energy-efficient features like all-electric appliances, heat pumps for heating and cooling, weatherization meant to reduce heat loss, and low-flow plumbing fixtures, officials said.

In addition to the 76 apartment units, the building will also include space for commercial businesses in addition to a fitness room, community room, and an outdoor roof deck.

State financing for the $60 million development includes:

  • $8.4 million in permanent tax-exempt bonds;
  • $25.2 million in federal and state low-income housing tax credits;
  • $10.6 million in subsidy from New York State Homes and Community Renewal.

"The St. Clair is proof that we can work hand-in-hand with our local partners to create housing that is affordable, sustainable, and that connects New Yorkers to jobs, to schools, to doctors, and to the services they need to thrive," Hochul said of the development.

She continued, "Our ongoing investment in Yonkers’ resurgence is allowing more people to take advantage of all this city has to offer, and it underscores our commitment to transit-oriented, strategic housing growth that strengthens communities and helps combat climate change."
