The incident took place in New London County around 3 p.m. on Sunday, Sept. 10 in Norwich at 44 Laurel Hill Ave.
According to Norwich Deputy Chief Of Police Corey Poore, when officers responded to the call for help, they discovered a 3-year-old child who was alert and conscious.
During an investigation, neighbors said the child fell from a third-story apartment window which officers estimated to be approximately 20- 25 feet above ground level, Poore said.
A neighbor located the child right after the incident and called 911. Norwich Fire Department and American Ambulance responded to assist with medical services.
The investigation revealed the child was in a third-story apartment bedroom. The child opened the bedroom window's latches, slid the window open, and fell to the ground, Poore said.
While officers were on scene, there was a concern about the location of the window and where it was in proximity to the floor of the bedroom.
Poore said the Norwich Building Inspector was called to the scene to investigate any building code violations. The building inspector determined two bedrooms in the apartment were unsafe (including the child's bedroom) and condemned both bedrooms due to safety hazards.
There were three adult family members at the residence, the child's maternal grandmother (legal guardian), grandfather, and the child's maternal aunt. There were no adults in the bedroom with the child when the child fell out of the window, police said.
The child was initially transported to William Backus Hospital where the child was in stable but good condition. The child was then transferred to Connecticut Children's Medical Center in Hartford.
On Monday, Poore said the boy, who was listed in stable condition, was found to have three small fractures.
