Norwalk Police, U.S. Marshals Arrest Stamford Sex Offender

NORWALK, Conn. -- A Stamford man who is a registered sex offender was arrested by Norwalk police and U.S. Marshals in Milford on Friday, police said.

Scott Cogswell, 24, of Stamford was charged with first-degree failure to appear. He was held on $200,000 bond and will appear in court Aug. 12.

Cogswell was found guilty in 2008 of illegal sexual contact with a victim under 16 and fourth-degree sexual assault. He was also convicted in 2012 of failure to register as a sex offender. After missing a court appearance, a warrant was issued for his arrest.

Norwalk Officer Anthony DePanfilis, who is assigned to the U.S. Marshal Service Violent Fugitive Task Force, found Cogswell at a location on Old Gate Road in Milford on Friday, according to police.

Norwalk police and U.S. Marshals took Cogswell into custody without incident.
