The CPCA bestows the Distinguished Chief Award on those who have risen to the top of their profession as measured by their leadership in their departments, their service to their communities, their dedication to public service, and their service to law enforcement statewide.

Kulhawik, 52, has been with the Norwalk Police Department for over 30 years, beginning his career as a patrol officer in July 1983. He received the Samuel L.
