The CPCA bestows the Distinguished Chief Award on those who have risen to the top of their profession as measured by their leadership in their departments, their service to their communities, their dedication to public service, and their service to law enforcement statewide.
Kulhawik, 52, has been with the Norwalk Police Department for over 30 years, beginning his career as a patrol officer in July 1983. He received the Samuel L. Luciano Award from the Connecticut Police Chief's Association, finishing first in his recruit class at the Municipal Police Training Academy. He is one of only three officers in the history of the department to receive the honor.
Kulhawik was promoted to detective in 1987, sergeant in 1995, lieutenant in 2000 and deputy chief in 2007. He has worked in all aspects of the department including patrol, narcotics, general investigations and community policing.
Kulhawik is also the treasurer of the Norwalk PAL and an advisory board member for the Norwalk Police Explorer Post, which he helped establish. He is a member of the Connecticut Inter-Local Risk Management Agency Law Enforcement Sub-Committee, Norwalk representative of the Southwest Regional Communication Center Advisory Board and chairman of the Connecticut Police Chief's Association Survivor Benefits Committee.
