Norwalk Police Arrest Three On Heroin Charges

NORWALK, Conn. – A Norwalk couple suspected of dealing drugs were arrested on multiple narcotics and conspiracy charges Wednesday, and one of their customers, the son of a local developer, was also arrested, Norwalk police said.

Victor and Samantha Pinto, of Wildmere Lane, were arrested in the afternoon near their home by Norwalk police with the assistance of Stamford police and federal Drug Enforcement Agency officers, police said.

The arrests were the result of a lengthy investigation into the suspected drug-dealing pair by the Special Services Division of the Norwalk Police Department, police said. Authorities collected 60 bags of heroin and a Smith & Wesson 9mm handgun from the couple’s home, police said.

Samantha Pinto was arrested at their home, but Victor Pinto was arrested later after fleeing onto nearby Wolfpit Avenue, police said. He was eventually apprehended on Westport Avenue, police said.

While police were searching the couple’s home, Victor Pinto’s cellphone began receiving text messages from someone looking to buy heroin, police said. Officers quickly set up a sting operation and met the customer, 32-year-old Westport resident Todd Seligson, at the South Norwalk Train Station at about 8:30 p.m. and arrested him, police said.

Seligson was looking to buy $200 worth of heroin, police said. He is the son of local developer Stanley Seligson, and was arrested by Norwalk police in April under similar, but unrelated, circumstances.

In the April arrest, Seligson texted another suspected drug dealer about buying narcotics while the suspect was in custody, police said. Officers played along and apprehended Seligson at the arranged meeting place, police said.

The Pintos were charged with multiple counts of sale and possession of narcotics and conspiracy. Samantha Pinto, 37, was held on $100,000 bond, and Victor Pinto, 31, was held on $300,000. Both were scheduled to appear in Norwalk Superior Court on Thursday.

Seligson, of Beachside Avenue, was charged with possession of narcotics and criminal attempt. He was released after posting $50,000 bond and is scheduled to appear in court May 23.
