Carlos Soto was charged with first-degree unlawful restraint, third-degree criminal mischief, disorderly conduct and refusal to be fingerprinted. He was held on $10,000 bond and went to court Tuesday.

Police received a call shortly before 8 p.m. Monday from a woman on Winfield Street who said her boyfriend was drunk and breaking things in her house. While officers were en route, they received word that he had fled, police said. But when officers arrived at the scene, he was standing in the hallway of the home, police said.

Soto was bleeding from the hand and standing next to a broken window when officers found him, according to police reports. Police said he appeared intoxicated, and admitted that he had caused the damage, which had led to his injuries.

Officers spoke to the woman, who said that Soto had been drinking all day, which had led to an argument, police said.

He became angry and smashed the television with his fist, police said. He then pushed his girlfriend and grabbed her by the throat, police said. She was unable to breathe but was able to fight him off and get free, police said.

He was then taken into custody.
