Mark Neal, 22, was charged with criminal violation of a protective order, second-degree harassment and criminal impersonation. He was held on a $75,000 bond and went to court Monday.

Police said that Neal had called DCF and began making allegations against his ex-wife regarding the care of their child. DCF later received a call from someone identifying himself as "Dr. Romney," who claimed he had examined the child and found that the mother was hurting the child, according to police reports.

When DCF spoke to Neal, who has been arrested in the past for making false statements, about the call from the supposed doctor, Neal told them that his friend had made the call, police said. When DCF officials warned him that they were going to contact the police, he fled the office, according to police reports. A warrant was issued for his arrest, and he was taken into custody on Friday, Oct. 31, at his Lawrence Street home.
