George Cogdell, 49, was charged with second-degree strangulation, third-degree assault, disorderly conduct and violation of probation. He was held on a $57,500 bond and was due in court on Thursday.

Police met with a 55-year-old woman at Norwalk Hospital early Thursday morning. She said that her boyfriend had been at her Hyatt Avenue home earlier in the morning and she had found him passed out on her couch with crack and a crack pipe next to him, according to police.

She threw the drugs into the garbage, and when Cogdell awoke he demanded to know where his crack was, police said. He told her that if she did not return it, she owed him $15, police said.

When the woman told him that she wasn't going to return his crack, he got up, grabbed her, and put his hands around her neck and started choking her, according to police reports. She told police that she began losing consciousness as he did this, and police said she had bruises on her neck. He eventually let go of her and she went to the hospital.

While she was speaking with police, she told them about another incident that occurred on June 23. She said she had been in her bedroom when Cogdell took her keys because he wanted to use her car. She asked for them back, and the two started arguing, police said. Cogdell then pushed her onto her bed and punched her in the upper thigh, according to police reports. He also told her that he could kill her and get away with it, according to police reports.

After speaking with the woman, police went to her home on Hyatt Avenue and found Cogdell asleep on the couch. They also discovered that he had a warrant out for violation of probation. He was then taken into custody.
