Samuel Stroman was charged with sixth-degree larceny and third-degree burglary. Bond was set at $1,000, and he will appear in court on July 8.

A woman reported that she was in a laundromat on Connecticut Avenue when she looked outside and saw Stroman sitting in the driver's seat of her car, police said.

She went out to confront him and saw him taking change from the car, according to police reports. After she told Stroman to leave, he refused and continued sifting through her center console, police said. The woman and a couple men shut Stroman in the car until offices arrived, police said.

When officers arrived, they found Stroman still in the car, police said. They found he had taken 75 cents in loose change and a lighter, which officers returned to the woman, according to police. Stroman refused to acknowledge his involvement in the incident, and was taken into custody, police said.
