NORWALK, Conn. - Detective Mark Edwards has been selected as the Norwalk Police Department Officer of the Month for April 2014, Norwalk Police Chief Thomas Kulhawik announced.
Edwards was selected for his investigation into a shooting that occurred on Dec. 24, 2013. He was the lead investigator and due to his hard work, investigative techniques and relentless pursuit of justice, he brought the case to a successful conclusion, Kulhawik said in a statement.
The arrest of Jean Louis-Finn, 18, on multiple felony charges, including criminal attempt to commit murder, was due to Detective Edwards' excellent work and unrelenting dedication to bringing such criminals to justice, Kulhawik said.
Edwards was honored for his work by the Board of Police Commissioners on Tuesday, May 20, at Police Headquarters.
The shooting occurred Christmas Eve outside the Carleton Court housing complex on Grove Street in South Norwalk. According to police reports the victim, a 24-year-old Bridgeport resident, was sitting in a car outside the complex when someone approached and shot him multiple times. The victim was taken to Norwalk Hospital with non-life threatening injuries.
The suspect fled the scene on foot through a backyard on Novak Street and then on to South Main Street.
Finn was arrested Jan. 4 after police said they found a loaded .38-caliber Smith & Wesson revolver in his possession. Officers had observed Finn in a parking lot on South Main Street, repeatedly placing his hand in his left pocket as if to conceal a firearm, according to police reports. When officers caught up to him and patted him down, they found the gun and placed him under arrest. He was charged with carrying a gun without a permit and interfering with an officer.
According to court documents, ballistics reports showed that the gun was the same gun used in the Christmas Eve shooting.
Finn was also charged with unlawful discharge of a firearm, criminal use of a firearm, carrying a gun without a permit and first-degree reckless endangerment.
