Jose B. Ruiz, of 92 Cedar St., Apt. E9, turned himself in to police at 7:10 p.m. Wednesday in connection with the complaint. He was charged with conspiracy to commit second-degree larceny.
He took a $12,195 check from a New Canaan homeowner back in April and cashed it, but Ruiz never completed the work, New Canaan police said.
Ruiz was held on $20,000 bond and was scheduled to appear in Norwalk Superior Court on Thursday.
Additionally, he was charged with second-degree failure to appear in connection with motor vehicle violations from an incident in February in Norwalk.
