NORWALK, Conn. – A Norwalk man was accused of indecent exposure in a restroom at the Norwalk Public Library on Tuesday afternoon, according to police reports.
An employee of the library on Belden Street called police to report the incident about 1 p.m., Tuesday. The employee reported seeing a man bent in front of the sink with his pants down and masturbating, according to the police report.
The suspect had left the library by the time police arrived, but a suspect matching the witness’s description was seen in the area and identified as Scott Ramos, 19, of Ely Avenue, police said. Ramos had been arrested for a similar incident in 2010, according to police records.
A family member later told police that he may have not taken his medication for a mental health issue, according to the police report. Ramos later admitted to committing the act in a bathroom stall, police said.
Ramos was arrested and charged with public indecency and disorderly conduct. He was released after posting a $10,000 bond, and is due in court on Oct. 9.
