Although the crime is not considered a threat to President Barack Obama or to national security, it is one that Fairfield Police Lt. James Perez dubbed "disgusting."
"It's one thing to make a political statement," Perez said. "But it's another to use a defenseless animal."
According to authorities, investigators will look to charge the perpetrator with animal cruelty and possibly breach of peace.
With the incident at hand, a suspect could see up to a year in prison and a fine of up to $1,000 if caught, Perez said.
Although it's an unusual incident, Perez added that investigators have "some evidence" from the scene and will pursue leads as they would with any other crime.
"It's like someone taking an entire puzzle and scattering the pieces," Perez said. Although the snow makes it "difficult" for gathering and processing evidence, investigators are starting to string together leads and will be begin their interview process, as per police procedures, he said.
Fairfield's Animal Control unit was contacted by a Connecticut state director of the United States Humane Society who is offering a $5,000 reward to any information that leads to the discovery and arrest of the individual responsible for the crime.
Individuals with information on Tuesday's incident are asked to call Fairfield Police Headquarters at 203-254-4800.
