Theodore Cox, 46, was charged with impersonation of a home improvement contractor and third-degree larceny. He will appear in court Dec. 12.

Police said they received a complaint in early September from a Norwalk family who said they hired Cox's company, Mr. Mouse Mafia, for repairs around their house. They paid Cox $5,500 for the work, which started in August and was supposed to be finished around Labor Day, police said.

The family told police that Cox accepted the money, but the work was poorly performed or unfinished. He repeatedly came up with excuses for why he could not do the work that he was hired to perform, according to police reports.

During the investigation, police determined that Cox did not have a contractor's license in the state of Connecticut. A warrant was applied for his arrest and he was taken into custody Thursday.
