A Rowayton man who was arrested and charged with sexual misconduct in September is facing new charges. Norwalk police entered the home of James Lipay, 63, of 16 Juniper Road, with a search warrant Tuesday and smelled marijuana. Officers found an open brass pipe tobacco urn and two plastic ziplock bags of suspected marijuana. Lipay was charged with possession of marijuana.
Sgt. Lisa Cotto did not know the details of the search warrant but further charges may be pending. Lipay is facing charges of fourth-degree sexual assault from the September arrest.
