Norwalk Police: Struck Pedestrian Attacked Driver

NORWALK, Conn. – A convicted Norwalk felon who was hit by a car in January was arrested on a warrant Tuesday because he had been trying to strangle the vehicle's driver, Norwalk police say.

Vamond Elmore, 35, of 5 Hanford St., went to the defense of an intoxicated woman who was a passenger in a vehicle, according to the affidavit written by Officer Matthew Policastro. The woman had been chatting with Elmore in a South Norwalk bar that evening. He threatened the driver as she tried to leave and was struck.

Elmore was shot in November 2002. Detective Thomas Roncinske testified in court proceedings that Elmore was shot in retaliation for a pistol whipping. Elmore had several convictions for narcotics, according to Roncinske.

Elmore was sentenced to 92 months in prison in November 2005 after pleading guilty to being a felon in possession of firearms and/or ammunition. The weapons were an AK-47 rifle, a shotgun and a loaded .22-caliber handgun along with a 500-round box of .22-caliber ammunition and a magazine for an AK-47 rifle. He was released from prison last fall.

The accident that led to his current arrest happened at about 2:25 a.m. Jan. 7. The female driver told police she had been in the Moose bar, located on South Main Street across from police headquarters, with two friends. When the bar closed, they walked to her car, which was parked in the lot next to the bar. But one of the women became argumentative, saying she did not want to leave.

The other two forced her into the car, but Elmore went over to say the friend could stay, Policastro said. The women said their friend was intoxicated and needed to leave. He continued to argue with the driver as she backed out of the parking space. Elmore is quoted as saying, "If you try to leave I'm going to pull you out of the car." She kept backing out, and he opened the door and grabbed her by the neck.

She got scared and pulled onto Monroe Street, hitting Elmore, according to Policastro's affidavit. The driver pulled around the block, stopped and called police.

Policastro said the driver had visible marks on her neck, but she and her friends declined medical attention. He got statements from two of them. But the friend who did not want to leave was intoxicated and did not know what had happened.

Elmore was taken to Norwalk Hospital with visible cuts to the left side of his face and complaints of shoulder pain. Policastro got identifying information on him and applied for an arrest warrant. The vehicle was damaged, but the affidavit did not say to what extent and did not give ages of the women.

Elmore was arrested on the warrant during a motor vehicle stop Tuesday. He was charged with second-degree strangulation, second-degree breach of peace and third-degree assault. Bond was set at $20,000. He was arraigned Wednesday and has his next court date Feb. 22.
