A Norwalk man allegedly grabbed his crotch while standing on Flax Hill Road on Tuesday, waving at cars and yelling something lewd over and over. A complaint was called in to Norwalk police, saying there were schoolchildren in the area. Josue Alban, 44, of 4 Lowe St., was arrested and charged with breach of peace and interfering with an officer. Bond was set at $5,000.
Alban was at Flax Hill and Lowe Street at about 4:30 p.m. when police arrived. He ran but was caught at Hamilton Avenue and Lowe.
On Sept. 22, 2009, Alban was arrested for doing the same thing in the same area. He was allegedly intoxicated, had grabbed his crotch and was yelling, "I love to (perform a sexual act)."

A homeless man was arrested Tuesday evening after he allegedly used a vacant house on Garner Street for shelter. Ricky Hickman, 48, who did not give an address, opened the front door of the house when police arrived. He was charged with criminal mischief and criminal trespass. Bond was set at $5,000.
Neighbors had called police. Officers said it appeared Hickman was planning to sleep on the sofa, the only piece of furniture in the house. A bucket was on the floor to catch the large amount of water that was pouring in through the ceiling. Asked why he had gone inside, Hickman allegedly replied, "The house is for sale," several times. No one else was in the home.
