Norwalk Assistant Town Clerk Fired; Police Probe Remains Open

NORWALK, Conn. – Debbie Troy, Norwalk’s former assistant town clerk, was fired by the city Wednesday in connection with an investigation into alleged misappropriation of city money, but a Norwalk police probe into the matter remains open.

No criminal charges have been filed against Troy, according to Norwalk Police Chief Thomas Kulhawik. But city officials believe she may have misappropriated thousands of dollars from the Town Clerk’s office over a several-year period ending late last year, he said.

“Our investigators have met with the state’s attorney, and at this time they do not feel there is probable cause for an arrest in the case, however, that could change in the future,” said Kulhawik. “The investigation remains open.”

Mayor Richard Moccia said the alleged misappropriation was uncovered by Town Clerk Rick McQuaid and said it occurred before McQuaid was elected Town Clerk in 2011.

Troy worked for the city for about 10 years.

“Mr. McQuaid discovered some irregularities in the handling of city funds and after an investigation, Mrs. Troy was terminated,” said Moccia. “I cannot comment beyond that.”

Troy, who has an attorney and is also represented by the city’s administrator’s union, has maintained she is innocent throughout the investigation, according to officials. She can appeal her termination.
