John Durham, the United States Attorney for the District of Connecticut, announced on Wednesday that Bridgeport resident Richard “Raw” Estaba has been sentenced in district court to one day of imprisonment, time already served in jail, six months of home confinement and four years of supervised release for distributing heroin to an overdose victim in Seymour.
According to Durham, the sentencing comes as part of an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users.
On July 9 last year, Seymour police and paramedics were dispatched to a local residence, where there was a report of a drug overdose. Upon arrival, first responders found a 29-year-old man in the bathroom of the home, unresponsive who was pronounced dead at the scene. Investigators seized the victim’s cellphone, several folds of alleged heroin marked with two different brand stamps and other drugs.
Analysis of the evidence determined that Estaba had supplied the heroin to the victim. The Connecticut Office of the Chief Medical Examiner later determined that the victim’s death was caused by acute intoxication due to the combined effects of cocaine, etizolam, fentanyl, flubromazolam and heroin.
In August last year, undercover officers made a purchase of 10 folds of heroin from Estaba that matched the brand mark on the folds found in his victim’s residence.
Estaba was arrested on Sept. 20 last year while in possession of 400 folds of heroin and $1,300 in cash. He pleaded guilty to one count of possession with intent to distribute and distribution of heroin on Jan. 24 this year.
