The site will be bordered by West Avenue, Interstate 95, the North Water Street extension and Metro-North Railroad's Danbury Line. Current plans call for five levels of construction with parking at and below grade, as well as three levels of retail space with further parking behind each level, thehour.com reported.

The new shopping complex would be home to up to four anchor stores and as many as 100 smaller shops and restaurants. Plans also call for public plazas at the north and south ends of the structure, thehour.com said.
