The legislation would stipulate "that no moneys in the Special Transportation Fund may be used for any purpose not related to transportation infrastructure improvements and expenses," according to a press release.
During the committee hearing, Hwang "strongly championed" the passing of the Constitutional Amendment Resolution out of the Government Administration & Elections committee "despite comments from legislators who discussed how mandating a Transportation Fund strictly for transportation purposes would tie their hands in crafting future state budgets," according to the release.
“I understand the need for budgetary flexibility as expressed by my legislative colleagues but the current poor and dangerous condition of our transportation infrastructure and mass transit rail systems is a major safety issue for our residents," Hwang said. "We absolutely need to dramatically improve our transportation system in Connecticut. It’s unfortunate we need to take actions like this to preserve funds that were specifically set aside for transportation infrastructure improvements and repairs, including necessary maintenance to our vital Metro-North rail system."
The proposed legislation would prevent any money contained in the Special Transportation Fund, or any successor fund, to be used or transferred from the fund for any expenditure or purpose not related to transportation, according to the release.
